Saginaw Area Storm Water Authority

The Saginaw Area Storm Water Authority (SASWA) in Michigan is dedicated to managing stormwater runoff to reduce the discharge of pollutants into the state's surface waters. This effort is in line with the goals of the Municipal Separate Storm Sewer System (MS4) program, which targets the control of pollutant discharge through non-combined drainage systems such as storm drains, pipes, and ditches. Regulated by the National Pollutant Discharge Elimination System, MS4 programs cover various municipal entities including cities, townships, and educational institutions. The Michigan Department of Environment, Great Lakes, and Energy (EGLE) has identified urbanized areas requiring MS4 permits to ensure effective stormwater management and pollution reduction.

Spicer Group has played a pivotal role in supporting SASWA's initiatives through a range of services designed to enhance stormwater management and compliance with MS4 regulations. They assist in the development and execution of Stormwater Management Plans (SWMPs) which include public participation and education plans, illicit discharge elimination plans, and construction site runoff control plans. Furthermore, Spicer Group aids in identifying and mapping MS4 systems using GIS technology, facilitating the digitization of existing maps and field identification of stormwater structures. Their comprehensive approach also involves conducting trainings and public education, performing best management practice inspections, and managing spill responses. By providing these crucial services, Spicer Group ensures that SASWA meets regulatory requirements and effectively mitigates stormwater pollution.
