Village of Merrill Water System

Spicer Group provided design services for a completely new community-wide drinking water system with the ability of serving approximately 400 residences. The system has a capacity of approximately 150,000 gpd and consists of two 12-inch wells, a 200,000 gallon storage tank, and about 55,000 feet of water main. Spicer’s services included an evaluation that identified source locations and types, development of the water supply system’s service district and the distribution system, addressing regulatory issues, and estimating a detailed project cost. 

Spicer also guided the community through a detailed review of financing options. Merrill selected a financing package from USDA’s Rural Development that includes a grant of 45 percent of the total estimated cost. Spicer assisted with estimating operation and maintenance costs as well as helping create affordable ways for the individual users to pay off the capital debt and the operation and maintenance costs.
