Rehabilitation of Hess Road

 Spicer Group worked with the Saginaw County Road Commission (SCRC) on the rehabilitation of a 1.5-mile segment of Hess Road. The project includes HMA base crushing and shaping, intersection improvements, drainage enhancements, and pavement markings.

The project was awarded $1,650,000 from the Rural Task Force to utilize for upgrades to Hess Road in order to meet all-season standards.

Spicer Group completed topographic surveys and project design as well as collaborated with GeoTran Consultants for specialized geotechnical engineering expertise. Spicer Group also made decisions on HMA mix type and layer thickness hinge on a thorough review of geotechnical insights, and traffic data, during this project.

Every aspect, from plans to permit applications, strictly adheres to Saginaw County Road Commission Standards and the Michigan Department of Transportation Local Agency Program's protocols.

Spicer Group took on the responsibility of preparing and submitting all necessary documentation to MDOT, ensuring compliance with program applications, SHPO Section 106 applications, NEPA clearance forms, Grade Inspection Packages, and Final Plans for bidding through MDOT.
